DILG Undersecretary Bernardo Florece Jr. presents the proposed 2021 budget of the agency, says it is 2 percent higher than this year’s budget.
DILG Usec. Florece shows the breakdown of the budget of the DILG and its attached agencies: For next year, the Office of the Secretary and the Local Government Academy will have smaller allocations
DILG Usec. Florece: A huge chunk of the budget will be for personnel services, followed by maintenance and other operating expenses. The rest will be for capital outlay.
DILG Usec. Florece on the proposed budget for the Office of the Secretary: It will be used to sustain our drive for good local governance.
DILG Usec. Florece says they plan to spend on programs that aim to strengthen local governments' coronavirus response. They also allotted funds to provide incentives to high performing LGUs.

PNP chief Camilo Cascolan on 2019 COA report which stated that 47 out of 54 concessionaires have used PNP facilities to operate their businesses despite the lack of duly executed lease contracts: Investigation was conducted and imperative action was applied
PNP chief: Upon investigation, 11 concessionaires were disclosed with no contract permitting them to use the facilities. Thus, to solve this matter, the management instructed the regional league office to prepare a contract for the lease
Sen. Bato dela Rosa asks for an update on the purchase of body-worn police camera

PNP chief says more or less 2,600 units of body-worn cameras will be evaluated on October 12.
The units, which may be used during anti-drug operations, have to pass the evaluation before they are issued to police officers
Sen. Tolentino says the DILG should have allocated funds to procure refrigerators since police stations are eyed as coronavirus vaccine hubs: I think you have to prepare for this, Secretary.
Sec Año: We were given a budget ceiling. We had to work around that amount. If we are given funds, we would like to prepare for that.
Senator Cynthia Villar asks the ideal ratio of policemen and firemen relative to population.

PNP Chief Cascolan: 1 is to 500. That is the ideal ratio. Now is one is to 543.
Sen. Villar: You have P1.8 billion to purchase rice na binibigay sa mga firemen and policemen at sa jail. Tama ba? One of the biggest problem natin ngayon is there are not enough people buying rice from our farmers.
Sen. Villar: Yung mga rice farmers natin hindi sila competitive relative sa mga rice farmers of Vietnam and Thailand.
Sen. Villar says that the DILG should buy rice from the NFA.
Sen. Imee Marcos on assistance from the PNP: The police should not be politicking. Sa dinami-dami ng problema doon sa Negros Oriental, nagkaka gulo pa sa encounters sa NPA, dadagdagan pa natin ng private army na sinasabing ginagamit ang PNP, hindi na maganda ang record natin doon
Sen. Nancy Binay: Ngayon ba, halos lahat ng munisipyo may fire truck kayo?

Fire director Jose Embang: Kailangan pa po namin ng less than 1,000 sa current number ng firetruck namin.
