media for 10+ years now, intentionally in ways that aren't obvious.
"terf dogwhistles" are phrases/claims they use to intentionally cause strife in the lgbtq+ community in order to break us apart & make it easier to roll back trans & gay rights.
most of them they created.

they've done so well that they've convinced many young people that's it's not only okay but that it's actually GOOD to tell women (+ trans men & nonbinary people who experience misogyny) what sexuality labels they're "allowed" to use. they taught them it's absolutely

it DOES NOT MATTER if someone means them that way or not; because it's still terf rhetoric either way.
this is why people who use them without knowing the history get called terfs: they're spreading terf rhetoric that damages our community.
