Check the language: "eyes", "flags", "signals", "announces" a "roadmap", a "plan" for the manufactuing sector.

Compare that to what Morrison is announcing for 6 "priority areas" for manufacturing, including defence: $1.5bn.
So they're announcing support for the equivalent of one-fifth of a submarine. Over the next 4 years.
