The Utah State Auditor has issued a “limited” audit of the state’s pandemic response.

It says the state’s preparation was inadequate, the chain of command unclear and raises concerns about some of the emergency contracts. #utpol

The audit says that state officials should have anticipated supply chain disruptions and stockpiled PPE. There was a lack of clarity on data metrics, a lack of community outreach and a lack of pre-pandemic training events. #utpol
The audit describes overlapping duties of he Covid Task Force and Office of Management and Budget. It describes a lack of collaboration between GOMB and Health Dept.

Notes Unified Command was not stood up until March 26, 3 wks after the gov’s emergency declaration. #utpol
There is also a long section looking at the emergency procurements. We’ve covered most of that in previous stories.

Gov’s office says stockpiling PPE is impractical and expensive. The office agreed with many recommendations, including need for training, communication. #utpol
On the Healthy Together App, the state said geolocation was originally a priority but the priority shifted. The app has been downloaded 95k times and provided 25k referrals. (Right now, at $4 million per referral that means $42 per download and $160 per referral). #utpol
