Here, in just 13 short tweets, is my paper: "From Insularity to exteriority: How the Anglosphere is shaping global governance" #5EyesCIPS

The FVEY have historically been an inward-facing alliance with nearly 40 networks predicated on intersecting visions of national identity and interest. #5EyesCIPS 2/13
As the FVEY have become more successful as a transgovernmental network, they have grown their capacity to externalize their association to influence global governance. They have done this with a two-level strategy. #5EyesCIPS 3/13
This strategy mobilizes their Anglosphere axis for political or economic gain. This project examines the 2 levels. 4/13
Level 1 = Consolidated action within existing IOs (i.e. UN or WTO). #5EyesCIPS 5/13
Level 2 = operating as an autonomous axis – a polylateral IO developing regulatory standards & conditions for finance & tech firms, AND exerting global pressure separate from other dynamics of other IOs. #5EyesCIPS 6/13
Level 1: There are clear signals that the Anglosphere states have cohered, or are at least seeking a collective strategy, within established IOs. This includes the 5 Nations immigration network collaborating within other organizations. #5EyesCIPS 7/13
Level 1 also includes side events & working groups on issues such as human trafficking, illicit finance, and cybercrime which have taken place at the UN General Assembly, the WTO, the G20, and specialized UN agencies. #5EyesCIPS 8/13
Level 2: As an autonomous axis, FVEY states are testing concerted efforts to (a) effect political pressure on Russia + China (b) produce autonomous trade regulation. #5EyesCIPS 9/13
Examples in Level 2 include a joint statement from the Foreign Ministers of FVEY states condemning China’s national security law for Honk Kong and another condemning Russia’s stance on LGBTQ rights. #5EyesCIPS 10/13
This autonomous axis has also undertaken action in the regulation of large multinational firms, specifically with respect to global technology firms management of digital media and encryption on issues such as online child abuse. #5EyesCIPS 11/13
The FVEY axis is also united in that tech firms should not develop systems or services, including end-to-end encryption, in ways that empower criminals or put vulnerable people at risk. This includes anti-money laundering efforts from 2016. #5EyesCIPS 12/13
Together, these developments suggest the beginning of a strategic shift by the Anglosphere governments. The FVEY collaborative relationship is becoming increasingly externalized in attempting to set the terms of global trade, security & governance. #5EyesCIPS 13/13 Thread ENDS!
