Yes, diagonal cumulation would help on the margin but it will not offset the increase in costs from additional customs processes with UK outside the customs union. Idea it gives UK unfair advantage is wholly nonsense. At best reduces some costs on the margin. (2/3)
While the sector will rightly wish the UK pushed a bit harder on this sort of stuff, in the end this story is not about the UK's lack of willingness to push but the EU's intransigence on these sorts of marginal easements that would benefit both sides in reality. (3/3)
