45 is the incumbent which is signified by the first house.
VP Biden is the 7th house.

45 is signified by Mars in Aries, retrograde, still within a degree from a square with Saturn.
VP Biden is signified by Venus in Leo just separating from a trine with Mars Rx in Aries.

Assuming that Saturn in Capricorn on the MC is the moderator(s), gonna be a hard time for 45 as they are strong + in authority + a position of power & influence.

Saturn's position actually makes me hopefully that the moderators will succeed at corralling an obviously willful 45 (Hello, Mars in Aries!) holding the boundaries of the debate.

VP Biden signified by Venus in the 5th gives him a playful sports like approach to the debate. I expect to see the "charming" and "endearing" Biden tonight. That will give him the opportunity to disarm an already restrained (by Saturn) 45.

Mercury (the microphone!) is in Libra in the 7th house, VP Biden's house. That could see him getting a greater share of speaking time, much to the chagrin of 45. Also gives him a leg up on being both articulate and clear in his speech. Calculated.

Over all, 45 has some power and authority signified by Mars rising in its own sign. But Saturn has the upperhand. So just because he can...Saturn say NOPE, not your turn Donnie!

VP Biden will be in rare form tonight. Facts and figures may elude him, but he should be lucid on policy and charming in his presentation. He may get the lion's share of the speaking time.
