Reading between the lines the UK probably have moved a little in negotiations, but not yet enough. Must be strong temptation now on EU side to say we're happy to keep talking but no agreement can be reached until the UK government drops the threat to breach the existing treaty?
As well as threatening international law worth noting the Internal Market Bill is opposed by all the devolved governments, which particularly in Scotland is going to strengthen arguments for the break up of the UK.
