WJB wasn't just some flack. He was SECRETARY OF STATE overseeing the occupation of Haiti.

And Mr "populist loves small farmers" suddenly forgot all about it if said peasants were Black.

Why? International finance.

I mean the timeline of this occupation kind of says it all.
Backstory: when Haiti revolted against France & slavery and became an independent state

France charged Haiti for their "stolen property."

e.g. the island of Haiti, and the market value of all the enslaved people who'd just won their freedom. 🙃
And get this, HAITI ACTUALLY PAID IT

they sent annual payments to France, until they got a little behind in the 1910s

and that's when the US invaded

to make sure France got their money.
One reason Haiti got behind on their ransom money was after independence, farmers shifted from export-oriented crops like sugar, coffee, & indigo

to small-scale subsistence farms.

Since most nation's treasuries were filled by export duties, this left Haiti w little cash.
So, to review: noted "Populist" William Jennings Bryan invaded Haiti because it was populist, gave small farmers too much power, & wasn't participating enough in global trade.

The dude literally had small farmers massacred to satisfy international finance.
tl;dr I don't think WJB had any principles at all besides doing whatever was good for WJB

and he knew full well that Jew-baiting & "Populism" were great ways to get votes in 1910s America, so that's what he did.
