"We just have to learn how to win" = We are a badly managed/coached team.
If the team is getting thrashed every week and can't seem to compete in any position, then regardless of coaching, you have a talent problem.

But...
If you play well in spells and seem to be in a lot of games, then the issue is coaching. It's not that players need to "learn how to win", it's that the coaches need to get the players playing at their best all the time, not just in patches.

Do that and the wins will follow.
In other words, if over a long period the team is playing ok but losing frequently, this isn't the sign of a team about to go on a run. It's the sign of poorly coached team.
It is a testament to how deeply decades of Mike Brown's ownership has depressed expectations that so many Bengals fans were prepared to give Zac Taylor an unjustified mulligan on one of the worst ever seasons in NFL and are only now beginning to raise questions about the coaching
It makes me feel sorry for all the non-superstar players whose careers have been going nowhere that it took the emergence of a genuine all-pro talent to make people think that the team needs to do a better job of maximising its talent.
