Q: is the role of the Cabinet Office board to be impartial?

Alex Chisholm: yes... they've been extremely energetic... very independent minded. Satisfied they're exercising proper support and challenge function.
Asked about examples of where they've improved departmental functioning - Chisholm says no chance of publishing their advice.
Now we're onto Carillion. "There was a good plan for managing the 98 contracts"...

(Except the govt had to ask Carillion how many contracts they with them... govt had no record)

In more recent news: govt expects to lose £60-70m on bailout costs paid to the official receiver.
Govt gave £150m in working capital to receiver to ensure services could continue through insolvency.
Turning now to working patterns in Cabinet Office... who is in the office?

Chisholm has been coming in intermittently, as needed. Hasn't worked an entire week in office or at home.
What impact did PM announcement have?

We were trying to get more staff to come in for own welfare and productive working, cohesion. We've had to stop those efforts, due to PM instruction.

Expect decreasing numbers of staff coming into office.
We have been working very successfully in this model. Good support and connectivity - both tech and HR practices.
