I think the key thing here is to recognise that the problem isn't with the Premier League, it's with government inaction. Clubs owned by billionaires who've been used to having their own way for decades aren't going to act out of the goodness of their hearts.

If they act at all, it will be as late as possible and on terms as favourable to them as possible. The "bailout" earlier in the year was an advance on TV money that, at current rates of interest, can have cost the league no more than a few tens of thousands of pounds.

In the current economic climate, almost every business needs a bailout - the well-run and badly run alike. Ultimately, if football is to survive below the PL at anything more than a hand-to-mouth level, government is going to have to step in and either provide direct aid and/or..
compel the PL to share its riches more equitably. We can blame the PL all we want, but they are just doing what big businesses in any under-regulated sector do - look after themselves.
The government has no such excuse. Not least because, as I keep banging on about, they promised at rue last election £150m to help community assets like football clubs. They must discharge their responsibilities as a government and keep the promises they made to voters.
