It's actually pretty easy to explain. When the Midwest was establishment it was the hub of finance, production, organized crime, it had it all. They were an economic powerhouse, a political power house, and the american heartland. Because of this importance they were comfortable with where they were. And therefore they had status quo politicians. 2/?
The south on the other hand was destroyed during reconstruction and didn't recover until the late 1900s(70s-to now) because of their agrarian culture. because of this economic strife they had political turmoil and that translated into politicians like goldwater, george wallace.
But now the south has become vital to america. Mainly in scientific research(Nasa in florida, Triangle area in NC) and other types of service manufacturing and the Midwest had their jobs shipped away and they kind of switched positions with the south.
