APF have held a press conference now, Robert Harrison says it is "worrying" for Paraguayan football.
But he isn't taking any questions it seems - passing onto the lawyer who is giving vague answers as you'd expect :-)

Gerardo Acosta (APF lawyer) says that Trovato will have 10 days to receive the basis of the allegations against him. So far nobody has received that from FIFA, only the resolution against Marco Trovato.
Robert Harrison is asked if this reflects also on the players in the league. He says "It is a big blow" to the image of Paraguayan football, and hopes it can recover.
Now he is asked directly about if Olimpia should be relegated. He passes straight to the lawyer who says he can't reply about that until they receive the basis of FIFA's decision (i.e. the evidence)
Now asked if they expected such a "tough sanction" referring to the lifetime ban - Harrison agrees that he was surprised at it being a lifetime ban.
Acosta confirms that Marco Trovato is banned as of now, an appeal process can only "suspend" an economic sanction. So that means Trovato can't be Olimpia President while he appeals decision.
APF will not respond about launching any kind of investigation until they receive the basis behind FIFA's resolution.
Final question, is for me the most interesting, as Marco Trovato is the only person involved - if he doesn't ask for the basis of the FIFA resolution (within 10 days) then the APF won't take act.
Basically we would never know what games were fixed, who else was involved etc.
