So now let's look at PPB and their "few bad apples" in terms of force.

When each officer proves themselves to be a violent criminal violating human rights and breaking PPB's own directives...they not only reveal themselves but everyone around them.

What we see is repeated violations of PPB directives, namely this one:

"...shall not deliberately target the head..."

Here, he does multiple times.
Directives state each application of force must be justified. The video shows at least 3 by that single officer.
It also states if an accidental hit, notify supervisor. Video shows officer walking away.

- required to provide medical attention
- notify supervisor

They do neither.
One could say this officer is a bad apple.
But wait!
There's more!

This is where the whole bunch is rotten. When one officer uses unlawful force every officer witnessing it are required to intercede.
So that means in the above video, all those officers either:

A) don't know how to do their job (gross negligence)
B) are violating the law (aiding and abetting)

Either way, failure.
Either way, rotten apples.
