in 8 regional Public Health Departments staffed by tiny teams incl 32 Specialists & 8 Directors for a population ~5million - not enough for pre-COVID times never mind ...
(and none of these senior medics deemed worthy of consultant status @IMO_IRL )

6. These teams are highly trained & experienced but they are just too small for #COVID19 pandemic despite every person busting a gut day in day out 24/7.
