Went through the #LabourReforms passed recently by the Modi Government. Excellent first steps. Still very far from "hire and fire" but certainly some good moves. Summarizing key points.

1. Simplification - ~50 central laws & 200+state laws replaced by 4 Codes. 1/n
2. Number of adjudicating bodies in case of disputes has been brought down - Now there are just 2 i.e. a conciliation officer and a tribunal. Before this, each law provided for its own dispute resolution mechanism- long and overlapping ones. This makes things simpler & faster 2/n
3. Labour law coverage has been extended to contract and gig workers. This is good for them but may be bad for employers. Have to see how this works in practice.

4. Restrictions on working hours for women repealed. (Good!)

5/n
5. The threshold for companies shutting down without govt permission has been raised to those with 300 employees (from 100). This is good but is only incremental progress. Its not a real reform...just tinkering

6/n
Overall, while the #LabourReforms are reforms in the sense that they remove a lot of complexity and simplify stuff, nothing is revolutionary or disruptive. We are far,far away from having the kind of labour laws that would enable big job creation.I am satisfied but not excited 7/n
I guess, I'll still take this because the alternative i.e. status quo was terrible. This isn't what I had hoped for, but I will still laud the government for the moderate progress on this front. B or B+ on this. Cong got F on this front. 8/8
