3. authoritarian and other governments that continue to favor state-centric, repressive approaches to security that do more to exacerbate rather than mitigate the threat,

4. shrinking civic space,

5. global pandemic that is diverting resources away from other issues.
6. tendency to focus almost exclusively on programmatic aspects of the #CVE agenda, while ignoring policy dimensions. This requires focusing more attention on the behavior of governments and how they treat their citizens, particularly the most marginalized in their societies.
