The ICJ orders an expert report to assess Uganda's reparations
The International Court of Justice (ICJ) ordered, Tuesday, September 22, an expertise to assess the damage of the Ugandan occupation of eastern Democratic Republic of the Congo (DRC) between 1998 and 2003.
Experts will also have to assess the number of property damaged or destroyed by the Kampala army in Ituri and by the clashes between the Rwandan and Ugandan armies in June 2000 in Kisangani. They will also need to assess the cost of rebuilding schools, hospitals and homes.
The four experts will not travel to eastern DRC. They'll use sources which have amply documented this war, including numerous UN reports. The objective of the judges is to put a price on the prejudice committed by Uganda, which during the summer, tried to oppose this expertise.
What was the cost of living during the Ugandan occupation of Ituri in eastern DRC ? This is one of the questions that the experts will have to answer. They will have to estimate the number of civilian deaths due to the Ugandan army and its auxiliaries in Ituri. @HEBobiwine
