They actually are just targeting people for political and not legitimate legal reasons, hoping to stifle dissent and discourage protest altogether.

Let me tell you about the 2004 Republican National Convention in NYC.
Literally over 1000 people were arrested indescriminantly. Not for breaking any specific laws, not for rioting; without cause.

A class action lawsuit was won. There was no shortage of evidence that the police were in the wrong.

A lot of people were hit with charges of parading without a permit and disorderly conduct.
But like I said, this included non-protesters, bystanders, people on their way to work, and even protesters who were done protesting and simply headed towards the subway.

The treatment of the people in detainment was something else, women being called "bitches" and being told things like they deserve what they get.

...a lot of people were held overnight, only to be pressured into signing off on some minor infraction that they didn't actually do, because they had to get back to work and that felt safer than the unknown of maybe having to be held there longer.
The class action lawsuit years later vindicated those who were sounding the alarm about happened there, but it was too little too late.
