Imagining a homeschooling model where kids under age 10 go to school a few hours a week for enrichment and socialization (sports, robotics, drama, etc) and spend the rest of the time in small groups in homes. Teachers serve as curriculum coaches / educational social workers.
Parent facilitators receive a small stipend to host an extra child or two, freeing up single parents to work. Schedule rotation also possible.

Students over age 10 attend more traditional schools with much smaller class sizes. Excess K-5 resources put towards secondary ed.
In addition to "education coaches" districts provide "kits" that contain developmental toys, books, art supplies, etc. They also help place kids with working parents, and provide support services (physical therapy, etc).
