People: You cannot just send a journalist quotes in a press release and then say 'what I sent you is off the record unless you verify the quote with me first and attribute me in the exact way I want you to.'
Communications with journalists are on the record unless otherwise agreed to. Embargoes agreed to delay publication, but don't render them off the record or on background.
And quote verification is frowned upon for interviews, but it's nonsensical when you're literally sending bulk quotes in a press release.
I'm talking specifically about public relations professionals. I exercise a lot of leeway with people who might not know the rules and how to talk to a journalist.
