People: You cannot just send a journalist quotes in a press release and then say & #39;what I sent you is off the record unless you verify the quote with me first and attribute me in the exact way I want you to.& #39;
Communications with journalists are on the record unless otherwise agreed to. Embargoes agreed to delay publication, but don& #39;t render them off the record or on background.
And quote verification is frowned upon for interviews, but it& #39;s nonsensical when you& #39;re literally sending bulk quotes in a press release.
I& #39;m talking specifically about public relations professionals. I exercise a lot of leeway with people who might not know the rules and how to talk to a journalist.
