The only time Hisoka ever laid a finger on people who didnt risk their life to begin with (arguably, most people in the hunter exam were ready to die and kill) was when he used bystanders in his fight against
chrollo, and chrollo started with that (and also those guys could have left but decided to keep watching after the fight escalated).
