Glad to see value of civil society & volunteering recognised in Kruger report, esp in context of plural, local approaches, but Volunteer Passport idea is a bad idea. Volunteer Passport is described as a better system for matching supply and demand. It assumes that stimulating supply of volunteers is key challenge, but this is seldom the case. It's harder to create demand, and to match effectively. As demonstrated by NHS Volunteer Responders
It takes time and resources to deliver good volunteering experiences: to recruit right people, & to induct & manage them well. Costs of getting it wrong are high: disenchanted volunteers, unlikely to give it another go, & waste of valuable time & effort for stretched orgs
A one-size fits all system is intended to work for local comty-based opportunities, public sector (eg magistrates) and a new National Volunteer Reserve programme, with roles ranging from delivering shopping, to providing expert advice on scaling up for charities.
This mishmash of opps has nothing in common except that they are all unpaid. There is no one solution that can attract, engage and match the right volunteers for this range. Eg if you are looking for someone to give you expert advice for your organisation..
.. you need very different information about them than if you want to fill a one off slot delivering shopping. You wouldn’t try to build one ‘system’ for *all* work in the UK. Why do so for all unpaid work?
But my biggest concern is misconception that people are motivated to volunteer by extrinsic rewards (enhanced CV, time credits, discounts etc) In fact, evidence is that people are motivated by more compassionate values. When you emphasise extrinsic rewards,

Instead of a new centralized Volunteer Passport scheme, we need support for a range of volunteer matching solutions ...
.. designed to support different cases, and building on what’s already working well. Crucially, we need more support for social purpose organisations, many of which are struggling to survive, and do not have the capacity to create meaningful volunteering opportunities.
And rather than offering weak external rewards, we need to understand, respect and celebrate the compassionate values that cause people to volunteer. This will strengthen people’s willingness to volunteer, and help build a kinder,stronger society.
