An abusive word used by most of the people is name of a tribal community.

Yes, there is a tribe in Assam named "Chutia" community.

Is this degradation of Indian society that they r using it as an abuse/offensive slang?
The Chutia tribes are descendants of Chutia kingdom which is one of the oldest ethnic community with glorious past.

The kingdom is said to be established by Birpal, a Chutia chieftain in 1187 CE in areas compromising Assam & Arunachal Pradesh today.
During the rule of the Chutiya dynasty, they worshipped various forms of Maa Kali with the help of their tribal priests.
Currently the Chutia Community is found in Assam districts of Lakhimpur, Dhemaji, Tinsukia, Dibrugarh, parts of Jorhat, Sibsagar, Sonitpur and East Siang, Subansiri, Lower Dibang, Lohit districts of Arunachal Pradesh.
It is unfortunate that today Chutia is used as an offensive slang/abuse by majority of Indians.

Recently an Assamese women took it to Facebook to express her story of how she feels discriminated because of her surname taken in wrong way.
Who made this word as an abuse? Will Indians stop using this word as an abuse?

Remember, earlier there was a trend of calling NE girls as 'Chinkis' which was disrespectful too.
