Firstly, i traveled to OWERRI Imo state, KURU Jos, Plateau State, and Abuja. For a fact finding mission. & also to obtain hard facts/evidence, linking several persons to that institution with high class corruption. My revelations is mind boggling, to say the least.

Here is Dr Oluyemi Akande. The current Provost of Federal college of Land resource technology Owerri. (Fecolart)
He was the Pioneer Registra of that institution, and the pioneer architect of corruption, in that institution. Having spent an upward of 20 years there.

Dr Oluyemi Akande, is the most corrupt individual of any govt institution. & i can authoritatively confirm to Nigerians, that he bought his position as Provost, through the Black markets.

Here is how Dr Akande became a Provost. The first of it's kind, in the history of Nigeria.

Due to the None supervision of the Federal ministry of Agriculture and Rural development @FmardNg, whose ministry this institution is under, Dr Akande capitalized on it.

First of, he used his position as a Registra of that institution for 14 years, to convert himself from NONE ACADEMIC STAFF/ NONE TEACHING STAFF, into AN ACADEMIC STAFF/TEACHING STAFF. Through his Abuja connection. And hurriedly assigned a course to himself.

As a Registra, he took a combine course on soil science and engineering, with final year students for less than a month and abandoned it. Without giving exams. Before his connection in Abuja made him Provost. Even when the school had an acting Provost on seat. Dr Osagie.

The appointments of any substantive Provost of that institution, comes from the presidency, through the office of the honourable minister of Agriculture, and Rural development. But Dr Akande's appointment came through the Black market, as seen in his appointment letter.

Dr Akande connived with one Abba Abdullahi, who is a deputy director (Animal Production Department) An entirely different agency, in the Federal ministry of Agriculture. To approve his appointment as substantive Provost of Federal college of Land resource technology Owerri

Can a deputy Director confirm the appointment of a Provost? Despite lecturing as a Registra, & as a None Academic staff, it took only a period of 2 weeks, for Dr Akande to be confirmed as an Academic staff, & to be appointed as a substantive Provost of FECOLART Owerri.

By my investigation, Dr Akande capitalized on the change of government in 2015, to perpetrate this munumental fraud. He must be investigated and prosecuted, because he is an imposter occupying that position. @ICPC_PE @officialEFCC @PoliceNG @NanonoSabo @FmardNg

Haven illegally bribed his way into that position, Dr Akande turned that institution into a family venture, using his office/position and Abuja connection to commit what i call, the mother of all corruptions i have ever investigated. Dr Akande killed that institution.

Firstly, he appointed his unqualified inlaw Mr Henry Osuji Registra of the institution. Before his appointment as Registra, Mr Henry Osuji was also the principal of comprehensive secondary school Mbeke-Osu, in Isiala Mbano LGA. Under the Imo State Civil Service.

Dr Akande converted his wife, Stella Akande, who was a office secretary at Fecolart, into an Academic staff, and appointed her, Agricultural Extension HOD.

She is currently the HOD, corporative Economics.

He appointed Mr Ogbonna Onyekachi, an inlaw of his wife Stella, as the Head of Administration of Federal college of Land Resource Technology Owerri. He also appointed his brother inlaw, Mr Ifanyi Njoku, as HOD works. Despite the fact that Mr Njoku is not an engineer.

All his brothers, inlaws, & siblings are staff of Federal college of Land Resource Technology. Including their wives. The records are there. They are all under the payroll of Fecolart. According to my findings, you will never see them in school, unless during verification.

Since he was the Pioneer Registra of that institution, he has been instrumental to all the monumental frauds, that has ever happened at Fecolart. Hence he can't let anyone outside his circle to replace him as Registra. That was why he chose his inlaw, to cover his tracks.

Dr Akande, alongside his inlaw Registra, Mr Henry Osuji, used their postitions to commit all sorts of Economic & Financial crimes.

Firstly, He back dated the appointments of staff to 2002. Staff that were employed in 2009. Just to cover up for the list of Ghost workers.

For the fact that Federal college of Land resource technology Owerri is autonomous, it prepares it's budgets, salaries and expenses. Forward same through IPPIS, to the office of the accountant General of the Federation. Who approves their payments.

Dr Akande took advantage of that to alter Federal Govt Official salary templates for Polytechnics, by introducing a salary Short payment scheme. He connived with his corrupt associates in Abuja, even inside the IPPIS office, to pay Fecolart staff short by a level grade

Since he is the one that prepares and submits Fecolart salaries to IPPIS, he altered the templates. Fecolart staff on grades level 12 are paid salaries of grade level 11, those one 10, recieves salaries of grade level 9 why those on 9 takes salaries of grade level 8.

For instance, as seen in this document below, which the owner has authorized me to put out his name, and he is ready to come out and testify. Mr Anyagwa Harrison C. Who is a staff of Fecolart. Was employed in 2009, but Dr Akande backdated his employment to 2002.

Mr Anyagwa Harrison C. is currently on grade level 7 CONTEDISS step 10, since 6th June 2016. and should statutorily be entitled to a salary package for grade level 7. But Dr Akande and his criminal associates at IPPIS, altered a Federal Government salary template.

To be paying Mr Anyagwa Harrison C. The salary of grade level 6 CONTEDISS step 9. Since his promotion. Where by short paying him by one Level. And i can authoritatively confirm to Nigns that Dr Akande applies this system on all Fecolart staff from grade level 12 downwards.

Dr Akande & some corrupt officials of IPPIS, has been feeding fat on the salaries of innocent Federal govt employees of Fecolart, by manipulating their salaries by one grade.
