His conviction - a misdemeanor - would not mandate he lose his job. He resigned (and kept his full pension) as a part of the plea deal.

But it wasn’t the 1st, 2nd, or even 3rd time he assaulted someone on duty.
I had numerous cases with Ofcr Spence between 2011-2016.

Not once were the IAD records related to multiple incidents of excessive force and dishonesty turned over in any case.
These people should never be allowed near our kids.

We need a full repeal of LEBOR, full police discipline transparency, fully independent investigations, and #PoliceFreeSchools now.
But if the legislature doesn’t address the decades long complete failure of every prosecutor in this state to fulfill their constitutional duties to turn over Brady disclosures related to police- it will all be for naught.
Maryland needs mandatory procedures for record keeping, reporting, and disclosure of police discipline.

Those disclosures should not be left to the discretion and biases of individual prosecutors.
Addendum: Severna Bias - who witnesses testified told Spence to slap the student because “he has too much mouth” remains a Bmore Sch police officer to this day.

@BaltimoreSAO still does not turn over the IAD files from the incident automatically when she is involved in a case.
