In my line of work we call this "the missing X percent." I think it's safe to assume that those folks are put off by the white supremacist leanings of the tech industry, and find jobs elsewhere. Whatever the reason, we DO know where folks of color in CS go: banking.
Banking requires a lot of coding using older programming languages (all the systems were written in those languages, and you have to keep the systems using the same languages so they can communicate with each other). A fair number of programmers of color move into that work.
This thread is a long-winded way of saying that Mr. Scharf's statement is what experts in my field call "white nonsense."
