If 11 of 12 neighbors in an apartment building didn’t hear an announcement, then the announcement clearly didn’t provide sufficient notice. Notice is the whole point of the knock & announce requirement.

The question is, why would Walker, a registered gun owner who had nothing to hide, knowingly fire on police officers?

Walker and Taylor were talking about marriage. He didn’t have a death wish. The most logical explanation is that he didn’t know they were police. Which is exactly what he said. It’s why he called 911.
This scenario is also consistent with the Louisville Metro PD’s history of announcing simultaneously with the battering ram striking the door.
