is this a fair summary of the gov science advisors position in March?

"we don't think suppressing the disease is possible, therefore mass infection ending only at herd immunity is inevitable, and our strategy is all about making the journey to that inevitable outcome less bad"
I think when they say now "herd immunity wasn't the strategy" it's because they think that people will interpret the word 'strategy' to mean that they thought mass infection was somehow desirable and they want to head that off
Or possibly that they use 'strategy' to refer to things that you intend, and herd immunity wouldn't have been something they intended? It seems to be more about the valence of the word than anything else
