The greattest difference between Nicola Sturgeon and Boris Johnson yesterday wasn't to do with the household visiting rules. They were to do with the way they defined the relationship between the government and the public and hence the prospects for making the new measures stick.
Johnson blamed the public for the spike in infections: the problem is that we didn't do what we were told (rather tthan that we did precisely as we were ttold - go to the pub, go to work).
Sturgeon avoided blame.
Johnson insisted that it was the responsibility of the public to get things right. We must change our ways.
Sturgeon stressed that it was everyone's responsibility to get things right: Government as well as public.
In other words, Johson's approach is one-way. Government insrtucts the people.
Sturgeon's approach is rooted is partnership.
All the evidence shows that where authority is seen to act with the people and for the people they are for more likelly to adhere.
In short, you are far more likely to be persuasive in telling others to assume their responsibillities if you assume your own responsibilities. That is something that advisory groups in England and Scotland said repeatedly to Government....
... and there is another difference. It's not just the public. Scotland listens to its own advisors more than the UK Government
