I feel like there is a lot of misunderstanding when it comes to talking about Boschlow and Boscha situation in general
There is only one ep exploring on Boscha-Willow relationship and just one ep that also kinda have explored Boscha as a character from a total of 19 episodes s1 had,,,,
The same season that took like 7 chapters establishing Amity's character development and her crushing on Luz, both major characters on the show,,,,
Now talking about the lack of development in Boscha.....It was just ONE EPISODE
Don't expect boscha saving her bonds with Willow at once, don't expect their development to be alike lumity cos both are different things

After WilW i think it's pretty obvious the intention of the writers is develop boscha's character, if they decided to take a different path out of what they've done with Amity that's another history
The decision of making boscha's growing a slow process just does more genuine her character cos establish a clear division between Amity; the character who's most alike with boscha and her persona
Amity unlike Boscha have grown up in a different context, while Boscha have been problematic since childhood, Amity started to be colder and rude cos her parents pushed on her to be competitive
It was natural to Amity changed to be more kind cos she always was meant to be that way, but Boscha isn't that case!
I couldn't say where Boscha's meanness comes from, but it's clear she knows that what she does isn't "right" and she remarks this at the start of WiLW when she acknowledges people don't like her and the best way to deal with them is be feared.
The whole episode we saw a Boscha protecting her own truth about life, believing the only right way to live is being feared and wild in order to be respected and loved
Even tho her deal with Willow has been held since the start of the show, in WiLW was especially struggling cos for the first time Willow was a danger for her reputation and also her ideals
Willow was presented till that episode as the total opposite of Boscha, being insignificant and clumsy, not just picked by Boscha but the whole school
The fact that such character as Willow was stealing all suddenly the attention she meant to "deserve" ofc wasn't a pleasant surprise for her,,,
even less after Amity just made fun of Boscha to protect Willow instead. The same girl they all used to despited without shame.
She definitely acted wrong but she did it in order to bring the status quo back; her own version of how the world is supposed to work! As she mentioned at the end of the episode.
None of these things justify the horrible acts she has done against Willow but allow us to understand part of her behavior.
Maybe we didn't see an explicitly change on Boscha in WiLW but her reaction after realized Willow defeated her tell us this is a breaking point between the before and after of Boscha as a character
Must be understood that the whole spine of boschlow comes from Boscha's development. Mostly as a consequence of her own change, since the origin of her complex comes from her rivalry/bully relationship with Willow.
Ofc, romance isn't a requirement to aim the same good but it hits different when we explore Boschlow as an opportunity not just to boost Boscha's character but Willow's too
Everyone has their own reasons to ship Boschlow but mine is about an exchange of development; two characters complementing each other flaws, growing up together,,,,
Learning about each other big fortresses, and slowly realizing how regardless how different they are, still share so much in common
In the end, both are seeking the same goal; be loved and appreciated.
