I want to revisit a couple of the first drops, 11 and 12.

Let me point out these suppositions to follow are just my interpretation of things. Though I have sought the advice of a few people who know way more about this stuff, like the workings of MI in particular, because Kate went to public school and has lived a sheltered life. 
Clear off the bat is that this war is MI vs our corrupt 3 letter agencies.
