ELECTORAL COLLEGE REFORM. Want to address the large state/small state discrepancy in the Electoral College without having to amend the Constitution? Easy. Vastly increase the size of the House Of Representatives. 1/X
The current size of 435 Representatives was established with the Reapportionment Act of 1929, when the U.S. population was approximately 121.8M. The current U.S. population is approximately 331.0M -- 2.72X larger. 2/X
If the U.S. House Of Representatives was as representative as it was nearly a century ago, with districts of approximately 280K, the House would have 1183 members. I ran some numbers to get an idea of the effect such an expansion would have on the Electoral College. 3/X
There are 21 states (plus DC) which have six or fewer EVs. In aggregate, they have 95 EVs with an approximate population of 37.5M. California, by contrast, has 55 EVs and a population of 39.5M - 57.9% of the EVs of the 22 smallest jurisdictions with 2M more people. 4/X
If House districts were reduced to approximately 280K, those 21 states (plus DC, which I’m treating as a state equivalent) would wind up with 134 representatives (+/-). Adding the EVs each state receives for its two senators gives them 178 EVs total. 5/X
California would wind up with 141 representatives and 143 EVs. That would put CA’s EV total at 80.3% of the 21 smallest states + DC which have a similar aggregate population. 6/X
Is this 100% ideal for those who’d prefer to eliminate the EC altogether? No. But it’s a *lot* closer to proportionality than present, it would reduce the disproportionate voting power of empty land, and it could be implemented without amending the Constitution. 7/end
