It's a trick question, though: how do you *reinvent* Doctor Who? Without reading all the replies, there's only one way *re*invent it:
It's what the 90s US series started off trying, it's what I did in The Infinity Doctor: basing the Doctor in or around Gallifrey, you have this political thriller thing about demigods.
It's 'The West Wing but Time Lords'.
But it's a really bollocks idea for TV. Even Moffat can't make it anything other than old men shouting about how the big special effect will kill everyone unless they assemble the Wibbletron.
And there's are only possible two twists: 'the Doctor uses the Wibbletron to destroy the Time Lords' and 'the Doctor *is* the Wibbletron'.
Yes, yes, absolute power corrupts absolutely. To paraphrase West Wing: Earth, 'gimme the next ten words'.
The point of Gallifrey in Doctor Who is that it's what you run away from. That, in the modern idiom, a planet full of arrogant white dudes who run everything and it bores them but they want to keep things the way they are is *the problem*.
If the answer is 'no, but make them all lovable eccentrics, one could dress as a pirate, one could be a goth chick, one could be a sort of new age guru', then I would remind you that 'eccentric' is Late Latin for 'twat'.
You don't *re*invent Doctor Who, you look at its heart. It has two: the kids watching, the adults watching. You give adults simple stories where the hero triumphs when it seemed impossible. You make the story smart enough that the kids see the problems with that.
