The Equality Act 2010 lists 9 protected characteristics:

Age, disability, gender reassignment, marriage and civil partnership, pregnancy and maternity,
race, religion or belief, sex, sexual orientation.

In every case there are exceptions where some discrimination is lawful.
In the act these exceptions must be "a proportionate means of achieving a legitimate aim".

They are rare, and the bar is high.
I can think of no other group with a protected characteristic, where upon making a statement the Government would choose to highlight that there are exceptions & that discrimination is lawful. It's true for all.
