The difference between Microsoft and Google on game streaming is simple:

MS sees it as a niche play for years to come. Players want value add for PC / console gaming more.

Realistically, when will game streaming be viable for the majority of American households? 2023? 2025? Later? It's not clear. In the meantime, Microsoft will hoover up subscribers who see streaming as a value add, not the main event. Google will win none of these people over.
Google's hope is that 2 free games every month will build it the critical mass necessary for its platform, while you have to buy everything else. Games that you will only be able to play one place, and are stream only.

This is not a compelling value story.
The average "stream only" household is years away. Microsoft and Sony have ample time to prepare for that shift. In the runup, they have massive platform and value-add leverage to ensure players stay in their existing ecosystems.

Stream only is simply not disruptive here.
