For social distancing, the govt tells airlines to run at 40% capacity. They run 40% of the flights at 100% capacity !! But on paper, the rule has been met. The covid transmission is an incidental data point. This is how it is, in so many spheres of activity.
Reminds me - a college once asked me to be a faculty, but with no need to teach. They'd still pay. I asked why, and was told UGC wants 60% of faculty to be PhDs. I said they probably want 60% of those teaching to be PhDs. The answer - Sir, you think UGC doesn't know what we do?

In many cities, any 2 buildings must be spaced apart so that the shadow of one does not rise above half the height of the next. Builders get around this by arguing, since parking basements are connected, it's only one building !!
