Scientific advisors demanding "x must happen" without really engaging with the precise processes and resources needed to enable state and society to make x happen risk leading to repeated cycles of threats and predictions that have less and less impact on public behaviour
Rather than seeing Coronavirus as just a health crisis, it is worth understanding it as a wider civil defence crisis that requires expertise from scholars who have detailed understanding of state resources, institutional processes and public dynamics needed for sustainable policy
