You say he's the strongest of all of the World of Undertale, I say, NOT. You see, his bones cost you karma. Not actual damage like the rest of the characters, so basically Karma is what's lowering you down.

If you observe more closely, those bones don't cost you any damage but lowering your HP because of Karma. I have no explanation for Karma, or how it works. Must be your sins crawling on your back.

2/2 Gaster Blasters.
Technically, Sans doesn't have Gaster Blasters to begin with. Those Gaster Blasters technically belongs to someone else, (judgeing, gaster.) and those Gaster Blasters are basically working the same like bones. So maybe the blasters became defunct.

Talking about a man who doesn't exist in the timeline, those Gaster Blasters had to be defunct since the man who created itself isn't there, sans may still know how to use it, but he uses karma to better his chances.

2. Healthbar
This is pretty obvious, Sans is the weakest character out there, by weak, I mean undefensive. He can't take at least 1 hit. But, he just dodges your attacks like the smart sans he is. His health stays fine until he lowers his guard.
