I’m not a rules expert, so feel free to tell me if this is wrong:

The House could vote to impeach Trump to try to block or at least delay a confirmation vote, since once the articles of impeachment are delivered, the Senate automatically is in a trial.

But...
...the Senate could pre-empt an impeachment trial by voting to adjourn. Motions to adjourn cannot be filibustered, so that can pass on a party line vote.

Adjournment can’t happen without agreement from the House.

But...
...if the House and Senate disagree on adjournment, the President has the constitutional power to adjourn Congress.

And if Congress is adjourned, Trump can make...
...a recess appointment.
