What is being touted as a success in Federal/state - or in our case colonial - collaboration was not as harmonious as it seems. Nor is it a sign of President Trumpâs newfound appreciation of the people of Puerto Rico..
The $11.6 billion have been approved under FEMA's Sec. 428, a pilot program created by the Sandy Recovery Improvement Act. The purpose of Sec. 428 pilot program is to:



(1) reduce Federal Government cost; (2) increase administrative flexibility; (3) expedite provision of assistance; and (4) provide financial incentives and disincentives for the timely and cost-effective completion of projects.
BIG PRO: Sec. 428 allows restoration of facilities or systems to industry standards. FEMA's typical public assistance program restores facilities and systems to pre-disaster conditions, whether they were adequate or not.
BIG CON: Sec. 428 requires a fixed cost estimate which once agreed upon by FEMA and the recipient, cannot be changed or amended. The recipient is responsible for cost overruns.
This is the largest FEMA Sec. 428 program EVER.









Participation in Sec. 428 is voluntary, except when it isnât.
In March 2018 @politico reported that White House officials told Puerto Ricoâs former governor, Ricardo RossellĂł, that if he didnât agree to Sec. 428, the island wouldnât get the money. Yikes!
