Alright I have been through the gathering limits changes from today and made a concordance with the existing regulation. Changes are as of tomorrow. A brief thread:
There are no changes to Schedule 2 of the Rules of Phase 3 Re=opening. This is the schedule which deals with specific rules for different segments of the economic. It is literally labelled "Specific Rules."
The current "Specific Rules" remain unchanged including rules for food and drink, food courts and fitting rooms, training and education, sports and fitness, entertainment (which includes cinemas), performing arts, drive-ins, water features, casinos, bingo halls, gaming, racing..
Gaming, amusement parks, tours, museums, boat tours and camp grounds. No changes to any of these.
(For sports teams this means sports may still only be practised or played within the facility if they do not allow for physical contact between players or if they have been modified to avoid physical contact between the players, AND...
Organized team sports may only be practised or played if the league contains more than no more than 50 players and does not permit its teams to play against teams outside of the league, or subdivides into smaller groups.)
The biggest changes are found in Schedule 3 which deals with organized public events and certain gatherings.
In Ottawa, Toronto and Peel the following rules apply to an organized public event or social gathering held at any place other than a place that is operated in accordance with this Order by a business or organization [consider to yourself what qualifies as an "organization"..]
1. No person shall attend an organized public event held at the place of more than,
i. 10 people if the event is held indoors, or
ii. 25 people if the event is held outdoors.
2. No person shall attend a social gathering held at the place of more than,
i. 10 people if the gathering is held indoors, or
ii. 25 people if the gathering is held outdoors.
3 No person shall attend a social gathering associated with a wedding, a funeral or a religious service, rite or ceremony held at the place of more than,
i. 10 people if the gathering is held indoors, or
ii. 25 people if the gathering is held outdoors.

BUT....
the limits that apply to a social gathering associated with a wedding, a funeral or a religious service, rite or ceremony, such as a wedding reception DO NOT APPLY TO the wedding, funeral or religious service, rite or ceremony ITSELF. The previous rules apply. Clear as mud?
Basically item 3 above must apply to the after ceremony/after party/socials associated with weddings, funerals, etc..
The changes make clear that you cannot split a gathering between indoors and outdoors in order increase the total number of people at a event or gathering.
The regulation now expressly states that "A person attending an organized public event or social gathering shall comply with public health guidance on physical distancing" An addition that makes clear that you must maintain physical distancing at these events and gatherings.
The regulation makes clear that it applies to events held at private residences.
The regulation makes clear that the social gatherings/public event limits do not apply if a capacity limit is set in one of the other schedules (such as schedule 2 "specific rules" that I discuss above.)
FINALLY, the regulation now allows for the temporary closure of premises by the police if they have " reasonable grounds to believe that an organized public event, social gathering or....
...social gathering associated with a wedding, a funeral or a religious service, rite or ceremony is occurring at the premises and that the number of people in attendance exceeds the number permitted by this Order."
As I ponder the changes and the current wording of Schedule 2 as it relates to team sports, I expect they are captured by the 25 people rule for outside events and 10 people for indoor events. While there is currently a cap for number of people in a league (50), there is not...
currently a separate cap on the number of people who can participate in the events themselves beyond the general gathering limit. To be safe, I would limit sporting events indoor and outdoor to the gathering limits of 10 and 25 in Ottawa, Toronto and Peel.
