-hospitals in those regions can return to ordinary elective surgery procedures.
-nursing home facilities, etc. can reopen for visitation. However, they must comply with certain health protocols and there must be no COVID outbreak.

Bars will remain closed for now, because Gov. @GregAbbott_TX says they are nationally recognized COVID spreading locations. However, he says they are focused on finding ways to get them open.
