This is an important hearing and if you take a closer look, there’s some significant shifts. X/1 https://twitter.com/gwupoe/status/1306583282319065088
First, check out the FBI Director’s testimony. https://homeland.house.gov/imo/media/doc/Testimony%20-%20Wray.pdf
In particular, there’s a new term of art. DVE: domestic violent extremists. This is different than HVE: homegrown violent extremism (those inspired by jihadi ideology). FBI says 2019 was the deadliest year for ‘DVE’ since 1995
This last line in the paragraph is important. Anti govt violent extremists conducted the last three deadly attacks, in contrast to racially motivated extremists
Also, some news about a new domestic terrorism hate crime fusion cell. Also note the “first time in recent history, make a proactive arrest on a hate crimes charge” which is in reference to a Denver plot to attack a synagogue
The NCTC Director’s testimony is also important. https://homeland.house.gov/imo/media/doc/Testimony%20-%20Miller.pdf
Again, note the shift in terminology. NCTC also adopts the DVE term. Also note the international links to domestic terrorism. And most importantly, one of the more public pronouncements about NCTC shift to also focus on domestic extremism.
NCTC says ISIS has ~20 branches and networks.
This line is a marker I haven’t seen before: “Finally, al-Qa‘ida’s presence in Afghanistan has been reduced to a few dozen fighters who are primarily focused on their survival”
Finally, NCTC’s concern about extremist exploitation of covid.
Also, I’m just sad that I’m gonna have to spend the rest of my career now explaining the difference between HVE and DVE as government terms of art.
