So much that is awful here, but this tells you all you need to know: a child told she had to wait until staff were awake to get dressed.

In effect, Keys is charging local authorities for therapeutic care that it does not provide. Most people would call this fraud.

They are using alarms to monitor the movements of each and every child.

Staff rotas are a work of fiction. We have no idea who cares for the children. Have I mentioned fraud yet?

The 'physical environment of the home needs improvement' is Ofsted-speak for "It's a shit hole not fit for our own sons and daughters."
