1) This is understandable that Germany, makes such moves to defend NS2 (whether GER should defend NS2 is a different story). Germany assumed that it is possible to "make the deal" with Trump, who is driven by US economic interests, "America first", etc.

As per CAATSA bill adopted in 2017 the U.S. administration can choose to enforce sanctions (it is not required to do so under the law) on individuals or entities involved in the construction of Russian export pipelines

So, even if US administration, upon reading the letter from GER, suddenly changes its mind it will not sort out "sanctions issue". Why? Because of US Congress sanctions bill:

3) What were the senators' motives? Claiming that they are driven purely by the economic factors (LNG exports) is in fact supporting Gazprom/Kremlin narrative. Kremlin claims it has nothing to do with Russian el. meddling, invasion of Ukraine, murders of pol. opponents etc

Economic factors might play a small role, but one of the main aims is to punish Russia for its aggressive policy.

The bottomline is: it might be easier to appease Trump than the Congress (!)
