RIGHT NOW, PUCO Chair Sam Randazzo is testifying in front of the House on #RepealHB6

Big part of HB6 is the expanded bailout of the OVEC coal plants. I was curious on how Randazzo might feel about the bailouts and remembered OH YEAH! HE'S TESTIFIED ON JUST THAT!

Reminder, the OVEC coal plants are two, uneconomic 1950s coal plants; Kyger Creek in Ohio and Clifty Creek in Indiana. The plants have been losing money for years. They're also ridden so instead of closing them, utilities have sought bailouts to recoup those costs #RepealHB6
Before HB6, in 2017, the legislature debated SB155, a bill to bail out the OVEC plants.

Randazzo, then counsel/lobbyist for the Industrial Energy Users offered the linked testimony on that bailout.

How did Randazzo and IEU feel about the OVEC bailouts back in 2017?

Not great.

At the time, some legislators claimed OVEC was a "national security interest." That nonsense claim came up again during HB6 as well.

Randazzo agreed that claim didn't hold up and OVEC had no national security aspect for YEARS.

Ohio sponsor utilities have routinely claimed they're stuck with the OVEC plants, they have no choice but to stick with it even though it's losing money! This was used as a primary argument for extending the bailout in HB6.

Supporters of the OVEC bailout, including Rep Bill Seitz, during the HB6 debate tried to use fuzzy math to claim Ohio customers would somehow not pay for the Indiana OVEC Plant, Clifty Creek.

So, who was responsible for OVEC losing money?

Randazzo was clear; it was the market. The plants just can't compete anymore.

Of course, because he's a long time opponent of renewables, he also took a shot at them. So, a bit confusing here.

The OVEC plants are a bad investment. Arguments supporters of HB6 used to justify this coal plant bailout never held up. Now, Ohioans are on the hook to pay for them till 2030. This will cost Ohioans hundreds of millions
