At my school, we encourage the students to turn off their camera during class. Students only open their camera when doing a test. Teachers are required to take attendance as a regular class (this is easily done through Microsoft forms).
There is also what we call a "distance learning protocol" that is sent to parents and students. in the DLP if there is an urgent matter students are encouraged to inform the teacher before they leave and when they return.
Students are awarded participation marks, this helps in active engagement. As the teacher, my camera is never on unless I'm showing something which is very rare.
I can say without a doubt that there has been increased participation right across the board and this is a common observation from most of my colleagues.
