Some Q's pushed by interested parties (lobbyists of all kinds, employees, activists etc)-cash4Q's is no secret.
Some opposition MP's pose sharp Qs to pin ruling party (good 4 accountability)
Some Q's planted (in UPA era) by 1 Minister to 'expose' another (2G, Coal, CAG)!

Ministries spend days in finding innovative ways to avoid answering tough Q's.
Along with RTI, Parl Q's take a lot of senior officials time.
Unclear, unintelligible answers routinely & deliberately slipped in.
All this provides fodder to media (good).
But who benefits?
